Policy modes
- Monitor Only records signals without staging.
- Ask Before Acting creates a staged action for approval.
- Auto Within Limits approves and executes only through the local mock provider.
Safety boundary
Every run produces threshold checks, evidence, an audit entry, and externalWrite: false. High-risk rules cannot auto-execute without an explicit allow guard.
